Matthew advises clients on all aspects of regulatory compliance, including banking, payments, fintech, consumer protection, cost of borrowing, anti-money laundering and anti-terrorist financing, and digital assets.

Matthew has a strong understanding of Canada's Retail Payments Supervisory Framework, including the Retail Payment Activities Act and Retail Payment Activities Regulations. In 2021, he was awarded the Bank of Canada Award of Excellence for Innovation for his role as one of the architects of the Retail Payments Supervisory Framework. In 2022, he was awarded the Bank of Canada Award of Excellence for Thinking Ahead for his contributions to advancing the Canadian regulatory response to digital assets, including helping federal and provincial agencies identify gaps in current regulatory regimes and develop policy options for legislative changes.

Prior to joining BLG, Matthew spent nearly eight years at Canada's central bank and a central agency of the Government of Canada, where he held increasingly senior roles working on a variety of policy, legislative, and regulatory matters in the financial services space.
