Colm’s practice focuses on issues related to energy development, such as project development, rates, permitting, land rights acquisition, licencing, and compliance. Colm’s practice specializes in regulatory, environmental, land, and Indigenous law issues.
Colm routinely represents clients in proceedings before provincial and federal regulatory agencies, including the Ontario Energy Board, Canada Energy Regulator, Alberta Energy Regulator and Alberta Utilities Commission. These proceedings have been in connection with electricity transmission and distribution facilities, generation facilities, non-wires alternatives, and hydrocarbon pipelines and facilities.
Colm's expertise extends to all commercial aspects of energy project development, including leading several due diligence mandates for the acquisition of electricity, oil, and gas facilities. As regulatory counsel, he routinely advises on affiliate relationships, project development and commercial agreements (Power Purchase Agreements), and the transfer of regulatory and environmental approvals.
Colm has been seconded to both a large electricity distributor and international pipeline company. Colm is also a professional engineer and geologist. These experiences allow him to provide pragmatic, cost effective, and solution-focused advice in complex technical cases.
