Julien focuses his practice on constitutional and administrative law litigation, complex commercial matters and appeal cases, including before the Supreme Court of Canada.

He regularly advises and represents clients with respect to constitutional matters involving the division of powers and fundamental rights and freedoms. His public law practice also extends to various regulatory matters, including with respect to the environment, transportation, official languages, access to information and disciplinary law.

Prior to joining BLG, Julien served in 2018-2019 as a law clerk at the Supreme Court of Canada to the Honourable Madam Justice Suzanne Côté. Before studying law, Julien worked as a journalist and researcher for various regional and national media outlets (print, radio and television).

Experience

  • Involved in several cases before the Supreme Court of Canada, including:
  • Assisted in securing the acquittal of a multinational company before the Court of Appeal of Québec of penal offences under a by-law on air pollutant emissions
  • Contributed to obtaining a stay of the enforcement of a municipal by-law banning billboards
  • Represents a national organization advocating for the 2SLGBTQI community that intervened in a constitutional challenge seeking the legal recognition of multiparent families
  • Represents the intervener Fédération des associations de juristes d’expression française de common law (FAJEF) in a constitutional dispute relating to the failure of the Government of Canada and the Government of Québec to enact a French version of large portions of the Constitution of Canada.
  • Represents and advises several entities in disputes related to official languages issues
  • Represents a religious organization seeking not to be compelled to contribute, on the basis of freedom of religion, to the administration of medical aid in dying (MAiD)
  • Represented the Conférence des juges de la Cour du Québec in the legal dispute relating to the scheduling of judges in criminal and penal matters
  • Represented a national industry association that intervened in a constitutional challenge to the federal patented medicines regime
  • Part of the trial team that represented the Canadian Pacific Railway Company in the class action and other claims related to the Lac-Mégantic train derailment
  • Assists in the preparation of applications for leave to appeal to the Supreme Court of Canada
